**Summary**
**SUMMARY:** Under supervision, provides staff assistance and coordination of AHS labor relations activities; makes policy recommendations on labor relations matters; participates in labor negotiations as first or second chair ; assists in the resolution of grievances and disciplinary matters; serves as Chief Advocate in Arbitration hearings; review and compile information in response to Requests for Information from the Union; prepares Memoranda of Understanding and other documents relating to Labor Relations assignments, provides advice, interpretation, and orientation to operating department personnel; prepares presentations and/or memoranda for senior leadership; represents the Labor Relations Department in dealing with other departments, government agencies, labor organizations. Performs related duties as required.
**DUTIES & ESSENTIAL JOB FUNCTIONS:** NOTE:The following are the duties performed by employees in this classification, however, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.
1. Acts as AHS management representative in contacts with union representatives and/or departments on meet and confer processes, grievances, arbitrations, disciplinary actions and other labor relations activities; conducts negotiations and may serve as chief spokesperson.
2. Assists in the preparation of the Memoranda of Understanding which includes developing contract language; prepares other correspondence and memoranda as required; makes presentations as necessary.
3. Attend and participate in closed sessions with the AHS Board of Trustees regarding negotiations.
4. Develops and presents negotiation strategy that takes into account factors beyond the immediate negotiation or bargaining unit.
5. Consults with and provides advice to departmental management and supervisors on matters pertaining to employer-employee relations and Memoranda of Understanding; may provide training to management personnel regarding the impact of agreements with labor organizations.
6. Coordinates with "at the table" negotiating team, operating departments, contract agencies and other interested parties.
7. Develops detailed, technical staff work in support of negotiations.
8. Keeps abreast of labor relations laws, court decisions and trends affecting both the private and public sector.
9. Leads and facilitates discussions among leaders. Builds consensus when faced with competing objectives.
10. Provides research and analysis of facts pertaining to potential or stated employee organization demands. This may include cost or budget impact information relating to salary or benefit proposals.
Represents AHS in arbitration hearings. Prepares post-hearing brief.
11. Develops documents and spreadsheets in support of Labor Relations functions, including RFI Logs, proposal logs, costing, etc.
12. Studies statutory requirements and recommendations; analyzes pending State legislation for effect on operations and cost impact for AHS and recommends AHS position on passage.
**MINIMUM QUALIFICATIONS:**
Education: Bachelor's Degree in a relevant field from an accredited college or university. The equivalent of two years of increasingly responsible experience in labor relations activities, including at the table negotiations as first or second chair, may be substituted for the Bachelor's Degree.
Minimum Experience: Four years Labor Relations experience.
